The weapons they were tasked to transport to the undead were stashed in a house I have access to in the Necromantic district, they're gone now, which confirms the idea that that's what this is about.
It has to be Rigarda, or Macaluso seeing as how some of his guards were among those that intercepted the shipment, though I have my doubts about him.
